Who ever places the $2 BET on Powerball or any other lotto has the same chance as anyone else in winning the jackpot. A rich person, a poor person and everyone in between. Anyone saying that someone deserves a jackpot more than the next person is only bringing emotions into it. And nobody has the right to tell people what to do with THEIR money. I live in Tampa and have family in Rhode Island - I spoke to them. The ticket was sold in Newport - Stop & Shop market right on Bellvue Ave - lets hope some greedy rich person who lives in one of those mansions, didn't win this huge amount of money.

It is also possible that the winner will never step forth. If you do a search, you will find that a number of lottery prizes have never been claimed. It is generally speculated that the ticket was lost, but I recall at least one case of someone choosing not to claim the prize and donating the money back to support education.
