Four days into the year, a photo on the gossip website TMZ showed Bieber smoking an unidentified substance at a party. It was just days after a paparazzo had died while chasing the pop star's Ferrari.
On Jan. 19, Bieber again set tongues wagging when a photo showing him pulling down his pants to reveal part of his bare buttocks was posted on Instagram.
The photo has since been taken down, but in another photo taken last week at a fan event in Miami, Bieber appears to be fondling the breast of a female fan.
The event was to promote Bieber's latest album, "Believe Acoustic," which was released on Tuesday. The album includes the song "Nothing Like Us," which addresses his recent breakup with actress Selena Gomez.
The girl in the photo had denied that she was being groped by Bieber.
The girl, whose Twitter handle reportedly is @JocelynnBieber, addressed the rumors in this tweet on Sunday: "People can think what they want but I know what really happened & Justin does too so everyone else's opinions don't matter to me."
So should Bieber be getting a bum rap?
"There's a fine line for someone who is always in the public eye," Rebecca Ford of The Hollywood Reporter told "Good Morning America." "Sometimes some of his pranks are funny, but it does seem that he has done some things that cross that line."
Ford said the 18-year-old star was still navigating "the choppy waters of fame."
Bieber didn't respond to a request for comment from ABC News, but tweeted on Tuesday: "A lot of bs has been out there lately … seems like it never stops. answering for myself thru music"
